
Triangle Update 12/3/07
1) We have 11 distinct triangle in Pemberton. 3 of the triangles have been completed including irrigation, etc... Our overall budget need is $245K. We have received $80K in donations this year mostly through the Hicks fundraiser. We have $30k in uncollected pledges (from a few donors). So we still need an additionally $135k in donations to complete our initial proposal. Our plan is to hold private, "local" fundraisers near Phase II triangles in the coming months to complete donations and move forward with Phase II. Phase II is scheduled for April for a couple of reasons: the city's water line project (see #2) below & the city's traffic calming award (see #3). I am hoping to complete Phase III by end of year 2008 or early 2009.

2. You may have noticed fences on some of our streets. The city is embarking on wastewater upgrade that starts now to be completed by March 2008. See attached email. We have delayed future triangle completion until April 2008.
3. The city's traffic calming department has awarded Pemberton/BrykerWoods budget for traffic calming ($300k). They will do a study and talks to folks in the neighborhood to come up with should be implemented. I personally think (after to talking to those guys) that Wooldridge, Harris and Hartford and maybe Claire will be positively impacted by this via road humps, roundabouts, stop signs, etc.. So we are delaying the triangle phase II to accommodate this process as it may change our triangle direction.
In early November, the City announced that Pemberton Heights and Bryker Woods were chosen for traffic calming. Each household will be receiving in the mail an invitation to the first meeting to be held in the first half of December. My understanding of the process is that neighbors will work with the City to identify problem traffic areas in the neighborhood and come up with workable solutions. The City has set aside the money to implement those solutions. However, neighbors will have an opportunity to vote on the traffic calming package before it is implemented. Sixty percent of respondents must support the plan for it to happen. The City hopes to have the entire traffic calming process completed by summer 2008.
4. Leslie Davenport and Crista Wheeler head our subcommittee for triangle fund raising. Emails are attached. As we start to plan future "local" fund raisers, we are looking for volunteers for the neighborhood to make this happen. We need planners and folks who will volunteer their homes to hold small, private fund raisers with the goal to fully fund the efforts. I believe these fund raisers will start in January. Thea and Linda have expressed interest is this fund raising. Emails are above.
5. There was a recommendation to add lighting and "Pemberton Heights" signage to our flagship triangle (Harris and Wooldridge). We will need a volunteer to put together a proposal with costs and design. And of course, we are looking for donations to fund this project.
At our last PHNA Board meeting, we made significant progress with the City toward establishing a process for beautifying and maintaining the triangle parks that are in Pemberton Heights. The City has committed to work with Keep Austin Beautiful so that they can be our single source of contact for getting water to the islands, getting clearance from all the agencies and utilities, etc. so that our volunteer efforts won't be frustrated by undue process delays and confusion. The intent is to make Pemberton the test case. The opportunity is there- it is up to us to make it happen! We need residents to step up and volunteer a park. The thinking is that we will push forward with two parks to use as examples/test cases. A subcommittee of the PHNA Board is moving forward on this, led by Bryan Chester and Gail Morriss.
